16–50mm is the focal length of the lens. At 16mm, the widest lens aperture will be F/3.5, while at 50mm the widest lens aperture will be F/5.6.
It means that when zoomed in (highest magnification), the maximum aperture is F/5.6, and when zoomed out (lowest magnification) the maximum aperture is F/3.5.
