北都簽意向書增信心 片區開發項目求彈性
【明報社評】特區政府總部舉行企業參與北都發展簽署儀式，包括本地發展商、國企及外資在內，逾八十間企業簽署了意向書。雖然意向書本身不涉及任何具體投資承諾，但從宣傳造勢角度，有這麼多「重磅」企業代表出席儀式簽署，對於增強市場對北都發展的信心，無疑有積極作用。近年本港地產市道低迷，加上高息環境，發展商財力大受影響。北都發展規模大，資金投入需求高，商人在商言商，需要先了解不同發展項目細節安排，才能好好「計數」。政府昨天公布北都三個片區開發試點詳情，相信有助商界掌握項目輪廓，當局需要思考如何調動商界積極性，以別具彈性的安排，吸引商界參與片區開發及投資。

有助發展商「計數」
香港經濟升級轉型，創科發展至關重要，北部都會區建設亟待推進，工商界的態度，成為關注焦點。去年底，政府推出「加強版傳統新市鎮發展模式」換地安排，以較優惠的補地價條件，鼓勵發展商「原址換地」，按照政府北都規劃，自行發展相關地皮。當局希望新安排可以更有效發揮市場力量，加快北都建設，惟發展商反應平平，甚至寧願讓政府按農地補償價收回相關土地，也不想申請原址換地，自行出錢發展。
